My right hon. Friend has received representations, and in particular a large number of letters, on this topic from Members of Parliament and individual employees, and from a range of organisations, including the TUC, NALGO, and local authorities and their associations. He has consistently stated that the problem remaining is the initial cost of the proposals, and that he will announce his decision as soon as the issues on this can be resolved.
