§ Mr. BrittanI would not hesitate to use my powers to exclude a person from the United Kingdom if I had reason to believe he was likely to engage in improper or otherwise unacceptable activities here. Members of diplomatic missions are exempt from immigration control, but the Government have made clear on many occasions that appropriate action will be taken in the case of improper activities by members of such missions.
