§ Mrs. ChalkerThe police have a general duty to ensure the free and safe flow of traffic. It is for them to decide how best to discharge that duty in any particular case. There is, however, extensive consultation between the police, my Department and our agent authorities before any contra-flow system is introduced on a motorway, and throughout the duration of traffic management measures as necessary.
