§ Dr. Cunninghamasked the Secretary of State for the Environment if, using the latest election results, he will estimate the political composition of the constituent councils that would arise from the application of clause 2(4) of the Local Government (Interim Provisions) Bill.
§ Mr. Patrick JenkinClause 2(4) would have no effect on the political composition of the constituent councils. Clause 2(5) would require constituent councils, so far as practicable, to reflect party balance in their appointments to the transitional councils. The resulting political composition of the transitional councils will depend on the constituent councils' decisions in the light of the party balance requirement.
