§ Mr. RifkindThe Soviet authorities are already aware of our strong feelings about the continued jamming of BBC services in the Soviet Union, which contravenes the spirit and letter of the Helsinki final act as well as article 35 of the convention of the international Telecommunications Union of which the Soviet Union is a signatory. We shall take suitable opportunities to remind them of this and other failures to carry out their Madrid and Helsinki commitments.
