Friend said in his speech to the National Council for Special Education at Bristol last year, contact and co-operation of this kind can most effectively be organised by the institutions themselves and the local education authorities. The Department does not 399W require local education authorities to report on what steps they are taking, and does not collect information centrally about developments of this sort.
