Mr. D. E. Thomas

asked the Secretary of State for Wales what grants were made by his Department, and which were the recipient voluntary organisations, under each of the following pieces of legislation in 1983–84: the Children Act 1974, the Development of Rural Wales Act 1976, the Education Act 1944, the Energy Conservation Act 1981, the Health Services and Public Health Act 1968, the Historic Buildings and Ancient Monuments Act 1953, the Housing Act 1977, the Local Government Grants Act 1969, Urban Aid, the National Health Services Act 1977, the Road Traffic Act 1972 and the Town and Country Planning Act 1972.

In addition a large number of payments amounting to £1,220,978 were made to voluntary education bodies in 1983–84 under the provisions of the Education Acts of 1944 and 1980. To list payments to individual bodies and to distinguish between payments made under each Act would involve disproportionate costs.

No grants were paid by my Department to voluntary organisations in 1983–84 under the following legislation for the reasons given.
Children Act 1975
I assume that the hon. Gentleman intended to refer to the 1975 Children Act since there is no 1974 Act. The Children Act 1975 makes no provision for grants to voluntary organisations.
Energy Conservation Act 1981
Grants under the provisions of this Act are made by the Department of Energy.
Local Government Grants (Social Need) Act 1969/Urban Aid
Our Department does not pay any grants direct to voluntary organisations under the provisions of this legislation. Urban programme grants are paid to local authorities who in a number of cases sponsor voluntary organisation schemes.
