asked the Secretary of State for Energy what estimate he has formed of the likely cost of 15 per cent. value added tax on the cost of building extensions and refurbishments of buildings owned by his Department in each of the next five years.

The only properties owned by my Department form part of the Government oil pipeline and storage system.

VAT on any expenditure on building works in respect of this system will be recoverable.
