asked the Secretary of State for Trade and Industry what representations he has received about his decision to control the export of leg irons, shackles and gangchains.

My right hon. Friend has received various suggestions on the criteria to be adopted in licensing the export of these goods. The Government's policy on this will be announced today in reply to my hon. and learned Friend the Member for Mid-Bedfordshire (Mr. Lyell).

Mr. Lyell

asked the Secretary of State for Trade and Industry what criteria he proposes to adopt in considering applications for export licences for leg irons, shackles and gang chains.

Mr. Tebbit

Licences will not be issued for the export to any destination of leg irons, shackles and gang chains for the restraint of prisoners. Applications for export licences for other purposes—for example, for theatrical performances or museum display—will be considered on their merits.
