§ Mr. John PattenNone. Section XI of the General Whitley Council handbook provides for up to four weeks special leave without pay for candidates at a Parliamentary election. Should section XI not be applicable to a particular case, employing authorities may at their discretion grant special leave without pay under the general provisions of section III. If the hon.
