62. Mr. Lofthouse

asked the Secretary of State for Foreign and Commonwealth Affairs what attitude the Government have taken towards the Spinelli proposals produced by the European Economic Community Commission for greater European political integration.

Mr. Rifkind

The proposals in question were drawn up by the European Parliament, not the Commission. Our view is that the existing treaties provide for the further development of the Community and we are not persuaded of the need for a new treaty.
