asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on East-West relations since the death of President Andropov.

Mr. Rifkind

We welcome recent indications that the Soviet leadership recognises that East and West have a common interest in peace and security at a lower level of weapons. Progress will, however, require practical measures on the part of the Soviet Union to help rebuild confidence. We will continue to seek better East-West relations, and the development of a broader understanding with the Soviet Union and countries of eastern Europe. The visit to Moscow in July of my right hon. and learned Friend will provide a timely opportunity to carry this forward.
