§ Mr. WhitneyThere are no formal arrangements for such meetings covering all British dependent territories and we have not identified a need for them since the differences between dependencies far outweigh any common problems they may have. Governors of Caribbean dependencies where common problems do exist meet bienially under British Government chairmanship and representatives of all dependencies have ready access to British Ministers to discuss specific problems.
