Mr. Eldon Griffiths

asked the Secretary of State for Foreign and Commonwealth Affairs if, in view of the significance of the South Africa-Mozambique nonaggression pact for British policy in Southern Africa, he will procure from the signatory Governments and place in the Library, a copy of the accord of Nkowat; if he welcomes this change of front on the part of both contracting parties; to what extent he regards this agreement by the President of Mozambique to prevent the use of Mozambique territory as a base for guerrillas operating against South Africa as evidence of the front line states of the Organisation of African Unity ceasing to pursue their stated policy of military pressure against the Republic of South Africa; what implications he sees in this for the present British approach to Angola, Namibia, Bophuthatswana and Transkei, respectively; and if he will make a statement.

the Nkomati accord is an important achievement. The Governments of Mozambique and South Africa are to be warmly congratulated. If the text is made public I shall have it placed in the Library of the House.

We have made clear over the preceding months our support for the efforts of the two Governments to lower tensions between their countries and we greatly welcome this successful outcome. We hope that it will encourage all those Governments who are working for peaceful solutions to the problems of the region. We shall continue to do what we can to assist.
