asked the Secretary of State for the Environment how many local authorities in England have had to suspend insulation grants under the Home Insultation Act 1978 because of insufficient finance; and if he will make a statement.

I am not aware of any local authorities in England who have suspended grants under the homes insulation scheme. All the initial bids from local authorities for capital allocations for insulation grants in the current financial year were met in full. My Department has since appoved applications from 49 authorities to transfer some £1.3 million from their housing investment programme allocations to increase the funds available for grants in their areas.

In addition authorities are now able to authorise applications in relation to which grant will be funded from their 1984–5 allocations.
