asked the Secretary of State for the Home Department what criteria he takes into account when considering proposals for alterations to the police establishment in police authority areas.

My right hon. and learned Friend considers applications for additional police officer posts in the light of the resources available nationally for increases in police manpower, and advice from Her Majesty's inspectors of constabulary. The main factors which he takes into account are set out in paragraph 3 to 5 of Home Office circular No. 114/83, a copy of which has been placed in the Library of the House.
