§ Mr. WaldegraveBased on 1982–83 outturn expenditure data, 49 per cent. of Tyne and Wear metropolitan council's gross revenue expenditure on the rate fund and trading accounts would be controlled by joint boards under the Government's proposals for reorganisation of local government.
