Mr. Ralph Howell

asked the Secretary of State for Social Services if he will estimate the average weekly payment to the unemployed, taking into account supplementary benefit, as well as flat-rate national insurance benefit, housing benefit, supplementary housing benefit, heating allowance, and all other passport benefits to which they are entitled.

The average weekly payment to unemployed people was £44.80 in 1983–84. This takes into account unemployment benefit, housing benefit and supplementary benefit (including heating and other additions; housing benefit supplement; and the weekly equivalent of single payments for exceptional needs and other single payments). Information concerning the average value of passported benefits to unemployed people is not available.
