asked the Secretary of State for Employment with what existing national examining bodies he proposes to discuss his proposals for a national training qualification.

The Government's proposals for the future development of training and vocational education are set out in the White Paper "Training for Jobs" (Cmnd. 9135). They stress the importance of opening up access to training and jobs through a coherent system of training standards and certificates of competence, covering achievement in vocational education and training, both initially and throughout working
