§ The Attorney-GeneralThe proper interpretation of section 22 has proved to be very difficult and I have not yet reached a firm conclusion on it. Until I have satisfied myself about it, I am unable to take any decisions on particular cases. But I would repeat what I told the House on 17 May, that
It would be difficult to prosecute if officials who had been given instructions—if the L Code does so—for committing a criminal offence when, in fact, they were obeying those instructions.
