§ Mr. Patrick JenkinI urged the leaders to enter into discussions with the district councils and the Government on the detailed preparatory work for the transfer of functions. I pointed out that they owed it to their staff and their ratepayers to help ensure a smooth transition. They declined to do so and repeated their opposition to abolition.
