§ Mr. WhitneyTurkey is an important and valued NATO ally. We welcome the elections held on 6 November 1983 and 25 March 1984 as significant steps in Turkey's return to full democracy. We are giving every encouragement to the new Turkish Government to maintain this progress and to make early progress in the field of human rights.
