Mr. Hayes

asked the Secretary of State for Foreign and Commonwealth Affairs whether the Government intend to make further aid available to maintain the flow of essential imports to Zimbabwe.

Mr. Raison

We have offered to provide the Zimbabwe Government with a grant of £10 million and a loan of £2 million, for expenditure in the present and the next United Kingdom financial year, for the purchase of British raw materials, spare parts and replacement equipment for the manufacturing, agricultural and mining sectors in Zimbabwe. The arrangements will follow those agreed for the administration of the £3 million programme loan provided last year.

The counterpart funds generated by the £10 million grant will enable the Zimbabwe Government to meet their share of the cost of land resettlement projects which we are supporting directly under our £20 million resettlement grant. This fulfils our pledge at the 1981 Zimbabwe aid donors' conference to provide an additional £10 million grant aid for land resettlement. The £2 million loan element of the aid will be provided from an existing pledge of project aid.
