§ Mr. David MitchellThe shipping economics advisory (SEA) group is carrying out for my Department a study of the likely requirement for merchant shipping in times of tension and war. The first phase of this study, which covers bulk shipping, has been completed; it is hoped to complete the second phase, which will cover general cargo shipping, early next year. When the work has been completed I shall place a copy of the report in the Library;486W it is likely that, for reasons of national and commercial confidentiality, some of the material prepared will not he included.
