asked the Secretary of State for the Home Department why the royal prerogative of mercy was not granted in a higher proportion of cases of those who died from natural causes in prison or on their way to hospital.

Mr. Mellor

There are bound to be instances in which death occurs too suddenly or unexpectedly for the case to be reported and considered with a view to early release on compassionate grounds.
