I have noted the observations of the Royal Institution of Chartered Surveyors, which deal with only one element of the enterprise zone experiment—the effect of the zones on the local property market. A more comprehensive and balanced picture of the enterprise zones is contained in the third report by Roger Tym and Partners, the consultants which have monitored economic activity on behalf of the Department.
