asked the Secretary of State for the Environment whether his Department's circular 75/76 still represents the Government's position on non-agricultural development of agricultural land.

Yes. We reaffirmed this policy in DOE circular 22/80—"Development Control Policy and Practice" — and again in the recent circular 15/84—"Land for Housing".
