§ Mr. MacfarlaneI met the chairman and general secretary of the Football Association on 4 July to hear at first hand details of the reported racial abuse of some England players during the recent tour of South America. This despicable behaviour was caused by 12 Britons. Local authorities together with the football clubs and the police are primarily responsible for crowd control at Football League grounds.
