HC Deb 04 July 1984 vol 63 c153W
Mr. Andrew MacKay

asked the Secretary of State for Transport how many lives it is estimated have been saved since the introduction of compulsory wearing of crash helmets for motor cyclists and passengers.

Mrs. Chalker

On the basis of four months' experience of compulsory helmet wearing in 1973, it was then estimated that the measure would save around 200 fatal and serious casualties—rider and pillion—in a full year. However, circumstances have changed so much since then that it is no longer possible to provide a meaningful figure of annual casualty savings.
