asked the Secretary of State for the Environment when he intends to introduce legislation relating to defective housing; and whether the legislation will cover (a) all forms of tenure, (b) all defective premises and (c) extra grant aid to local authorities in order to meet the costs of any necessary work.

My hon. Friend the Minister for Housing and Construction announced on 10 November —[Vol. 48, c. 422–31]—that the Government intend to introduce as soon as possible legislation to provide for assistance of owners of certain structurally defective dwellings sold by the public sector. Details of the scope of the proposals, and of the Government's intentions on contributions to local authorities' expenditure under the scheme, were given in my hon. Friend's statement, and in the consultation document sent to the local authority associations on 10 November, a copy of which is in the Library. The need for expenditure by authorities on the scheme, and on defective housing in their own stock, will be taken into account in determining their housing investment programme allocations.
