Mr. Nicholas Winterton

asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on Her Majesty's Government's position relating to the offer made by the South African Foreign Minister in December 1983 to disengage South African forces from southern Angola provided that the Government in Luanda take reciprocal steps to ensure that their own troops, as well as those of the South West Africa People's Organisation and Cuba, do not exploit the resultant situation.

We have long regarded the withdrawal of South African forces from Angola as necessary. We welcome the South African offer of disengagement and hope it can be implemented in a manner acceptable to all the interested parties.
