§ Mrs. ChalkerThe planning and development of the different sections of this road have taken place over a considerable period, during which our system of cost-benefit analysis has undergone progressive stages of improvement. As a result it is not easy to aggregate the benefits of the various sections to a common base, although it is certain that very substantial time and cost 545W savings for the road's users will result in each section.
