Friend received representations on 21 November 1983 from the Royal Association for Disability and Rehabilitation asking him to use his powers under section 36 of the National Assistance Act 1948 to make an inquiry into an alleged breach of statutory responsibility by Essex county council in relation to provision of residential accommodation for a disabled person. Inquiries are being made of Essex county council.
