§ Mr. Kenneth ClarkeMy right hon. Friend gave details of long term revenue and capital assumptions for NHS planning until 1993–94 financial year, in his reply to my hon. Friend the Member for Chipping Barnet (Mr. Chapman) on 30 June 1983. [Vol. 40, c.135–7.] In setting South East Thames Regional Health Authority a planning guideline of a reduction of resources at an average of 0.3 per cent. a year we have taken account of the need to improve services to the elderly, the mentally ill and the mentally handicapped in London, to improve services in some peripheral parts of the region, and of the scope within the region for releasing revenue resources by improving efficiency in the delivery of services. The region's share of national capital resources is planned to increase from the current level of 6.5 per cent., the national total capital resource 7.1 per cent. in 1988–89 and to 7.8 per cent. in 1993–94.
