Mr. Ian Lloydasked the Secretary of State for Foreign and Commonwealth Affairs whether, in view of the assurances recently given by the South African Atomic Energy Authority to the International Atomic Energy Agency and Euratom that South Africa will observe the safeguards and guarantees required by these organisations on the use of nuclear technology for the production of nuclear weapons, he will now restore the arrangements which existed previously for the exchange of civil nuclear technology between the United Kingdom Atomic Energy Authority and its South African counterpart.
§ Mr. LuceNo. We have, however, carefully noted the statement of the chairman of the South African Atomic Energy Corporation and hope that, following this, South Africa will proceed to signature of the non-proliferation treaty and acceptance of full-scope safeguards.
