Mr. Gordon Brown

asked the Secretary of State for Employment if he will estimate the average rates of pay for 16, 17 and 18-year-olds, including those on youth opportunities programmes and youth training schemes, for the years 1979, and 1983, expressed at (a) 1979 prices, and (b) 1983 prices.

The available information relates to average gross weekly earnings of full-time employees whose pay was not affected by absence in the new earnings survey.

  1. (1) Age is measured at January 1 prior to the date of the survey.
  2. (2) The survey covers a representative sample of employees paying national insurance contributions through PAYE schemes. Trainees who are not employees and employees whose earnings fall below the national insurance deduction card limits will not be covered.
