asked the Secretary of State for the Environment if, in order to operate his intended powers to control the precepts and manpower of the joint boards in metropolitan areas, as set out in Cmnd. 9063, he proposes to establish his own independent assessments of the financing and manpower requirements of those boards.

Cmnd. 9063 proposes that joint board precepts, and levels of manpower or manpower expenditure, should be subject to the approval of the Secretary of State responsible for the service concerned.
