Mr. Alfred Morris

asked the Secretary of State for Social Services if he will remind county councils which have been relying extensively on improvement grants from districts to meet their obligations under the Chronically Sick and Disabled Persons Act to adapt the homes of disabled people, that, irrespective of the availability of these grants at any time, the legal duty remains with the social services department to carry out the adaptations.

The position is set out clearly in central guidance issued on 29 August 1978 (Department of the Environment Circular 59/78). I see no need to issue a reminder.
