Dr. Cunningham

asked the Chancellor of the Exchequer what is the total block grant penalties for 1984–85 assessed for the purposes of his autumn statement in 1983.

Mr. Peter Rees

* Total general government expenditure differs from public expenditure planning total as defined in the Public Expenditure White Paper in that it includes gross debt interest and non-trading capital consumption and excludes market and overseas borrowing of nationalised industries and certain public corporations capital expenditure. Table 2.4 of Financial Statistics reconciles the two definitions, and they are compared in an article in the November issue of Economic Trends.
