asked the Secretary of State for Scotland when he intends to initiate an "under five's initiative" similar to those of the Department of Health and Social Security in England and Wales.

Since my right hon. Friend already assists a number of voluntary bodies providing services for young children, he sees no need at present for a further initiative of this kind. He takes the view that local authorities and health boards should remain responsible for considering the needs of this age group along with other priorities.
