§ Sir George YoungThe restructuring proposals would provide a direct, client-based, management line between the headquarters organisation and the agency's territorial offices. They would also involve the merging of the present area and regional levels of management. The combined effect would be shorter and more direct lines of communication through the agency and with client departments.

§ Sir George YoungCross-working arrangements, which will in any event apply to only about 6 per cent. of total work would not affect fundamental lines of responsibility. Responsibility to the client will rest with the client dedicated controlling tier; responsibility for the actual execution of work in the district office will lie with the management line to which that district reports.
