Mr. Barry Jones

asked the Secretary of State for Wales what is the estimated cost per place of the youth training scheme, type A, type B and type B2 schemes; and if he will make a statement.

The national average cost per occupied place per annum on the various programmes within the youth training scheme is some £1,950 on mode A, £3,600 on mode B1 and £2,185 on mode B2.

asked the Secretary of State for Wales (1) what are the principles by which he decides the allocation of type A, B1 and B2 youth training schemes; whether the decisive factor is a population or an unemployment level; and if he will make a statement;

(2) what future plans he has for the youth training scheme B1 (community programme) schemes for the less academic entrants; and if he will make a statement.

The Government's aim is that the youth training scheme should be employer-based. Accordingly, although detailed plans for 1984–85 have not been finalised, the balance of provision will be predominantly employer led work based mode A schemes. However, mode B schemes will continue to play an important role in the youth training scheme provision, particularly in areas where there is a shortage of employer-led schemes. I am assured by the Manpower Services Commission that under its plans for mode A and mode B the needs of the less academic will be taken into account.

asked the Secretary of State for Wales (1) how many type A, B1 and B2 youth training scheme places are filled in Wales;

(2) what number of youth training scheme places are (a) filled and (b) unfilled in Wales.

At the end of December 1983 16,373 places were occupied with a further 7,523 places available. Of those places occupied in December, 10,014 were in mode A, 4,547 were in mode B 1 and 1,812 were in mode B2.
