§ Mr. Terlezkiasked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the progress of the Stockholm conference on confidence building measures.
§ Mr. LuceIn his statement on 24 January—[Vol. 52, c. 769] — my right hon. and learned Friend described the opening week of the Stockholm Conference and said that we and our Allies were tabling proposals on that day. On 25 January Romania also tabled proposals which we are studying. So far no other confidence and security-building measures have been formally proposed. Presentations in plenary sessions and more informal exchanges are continuing but negotiations as such have not yet begun.
