My right hon. Friend looks to the national advisory body to advise him on the approval of courses at individual institutions, and on the allocation of resources to local education authorities, in respect of all local authority higher education provision. In exercising his powers iii these areas, he is concerned to encourage those responsible for all institutions to maintain and develop cost effective and relevant forms of provision.
