Mr. Gordon Brown

asked the Secretary of State for Social Services (1) what requirements are to be met before lump sum payments will be made available to help with heating costs in periods of very severe weather; and what are the temperatures below which help with heating costs will be made available under the scheme;

(2) if he will list those areas in Great Britain where lump sum payments to help with heating costs will be available as a result of the very severe weather;

(3) whether, in considering applications for lump sum payments to help with heating costs, his Department will take into account the extent to which claimants have been confined to their homes and the additional heating costs entailed as a result of the period of very severe weather.
