asked the Secretary of State for Transport what advice he has given local authorities about snow clearance, and other measures to keep roads open in snowy and icy conditions, and to ensure adequate action following advance warning from weather stations.

In 1981 my Department issued a statement of service and code of practice on the winter maintenance of motorways and trunk roads. The code stresses the importance of effective liaison with meteorological offices. Although intended primarily as a guide for those local authorities who act as our agents for the maintenance of motorways and trunk roads, it was also issued and relevant to other local highway authorities.
