§ Mr. WaddingtonWaiting times for new applicants are not forecast, because they may be affected substantially by unforseen development. However, apart from cases dealt with urgently on compassionate grounds, persons offered vouchers in India at the end of October 1984 had waited seven years 10 months in the queue.
