§ Mr. DunnYes. Provided that cost increases can be contained, the Government's plans will allow the great 141W majority of authorities in aggregate to make some improvement in pupil teacher ratios in special education and to maintain their non-teaching costs per pupil at 1982–83 levels. It is, however, for LEAs to determine the allocation of their resources.
