§ Mr. Foulkesasked the Prime Minister, of the 1–2 million tonnes of grain for African countries agreed at the European Council on 3 and 4 December, how much will come from (a) individual member states, (b) stocks under the intervention policies of the common agricultural policy and (c) other sources.

§ The Prime MinisterDetailed arrangements to implement the decision of the European Council to provide 1.2 million tonnes of grain to Africa are still under discussion. However, the understanding reached at Dublin was that member states would provide 450,000 tonnes; and that the Community would provide the remainder with financing being drawn from the budget and from the emergency provisions of the Lomé convention. The Commission will make proposals for the procurement of grain when it proposes allocations to recipient countries.
