§ Mr. Berminghamasked the Secretary of State for the Home Department how many of the prisoners in the categories affected by the changes in administration of the parole system for the release of certain categories of prisoners on licence have been granted parole because of exceptional circumstances since the changes were made in October 1983; and what are the criteria used in deciding whether such exceptional circumstances exist.
